Further UPS itself does nothing to clarify the issue within its company resulting in SOME small time UPS delivery management people choosing to invoke the old non-delivery protocol and refusing to complete delivery to a POB.

As can be seen in the comments here, even professional shippers are mixed up as to what is allowed. The problem here is that the prohibition of non-USPS services from delivering to the USPS is very old policy, which has been superseded by the Street Addressing service. I get UPS packages at my POB most of the time w/o undue delay and they are AFAIR, labeled UPS Ground. The shipper would have to know that it was shipping to a POB and would have to select the Surepost service in order to realize the possible shipping cost savings. UPS SurePost is typically cheaper than UPS Ground shipping, and is ideal for items that do not need to be delivered quickly. SurePost is available for select areas in the United States, and offers delivery within 2-8 days. UPS SurePost is a shipping service that delivers packages to customers via the U.S. FedEx and other private carriers won’t deliver to these destination points, and this includes regional carriers, too! Looking for a loophole outside of using UPS? Unfortunately, the answer is still no! USPS is the only carrier that can deliver packages and mail to PO Boxes. Assuming you provide one, UPS will also likely hit you with a package rerouting surcharge…so you’ll be out more money than the cost of your original postage. In the best case scenario, UPS will attempt to contact you at the phone number you provided, and they’ll ask you for an alternative address where they can deliver the package.

You may be able to get away with buying UPS labels when you use shipping software to buy postage online…but if UPS needs to return a package back to you for whatever reason, you’re going to run into some headaches. Secondly, you should also not include your PO Box as your Return Address if you’re buying UPS labels.
First, you shouldn’t attempt to use UPS to send a package to a PO Box. Since this is the case, there’s a couple of thing to be aware of.
